Biography

Vitalii Voitsekhivskyi became a Member of the Verkhovna Rada of the 9th convocation representing the “Servant of the People” party (District No. 197, which includes the cities of Zolotonosha and Kaniv, and part of the Sosnivskyi district of the city of Cherkasy). He joined the Verkhovna Rada Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning. He is the former Mayor of Zolotonosha.

Timeline of Key Events

2025

Voted for the liquidation of the independence of anti-corruption bodies, the NABU and the Specialized Anti-Corruption Prosecutor’s Office (Draft #12414). As a result of this vote, a protest began near Bankova Street, but Volodymyr Zelenskyy signed the law that same day. Subsequently, after a wave of street protests that swept across Ukraine, MPs restored the independence of anti-corruption bodies by supporting the presidential bill.

In the same year, he voted for the so-called “Ihor Mazepa Law” (Draft 12089). This legislative initiative essentially reflected the demands of unscrupulous businesses. The law provides for the “resetting” of claims regarding forest and coastal strip grabbers if 10 years have passed since the land grab and it entered private hands. This means that all such land grabs that occurred over the last decade could be legalised. If the 10-year period for the land grab has not yet passed, then before filing a lawsuit to save the property, a deposit equal to the value of the property one wished to recover must be placed in a court account from the state or local budget. Despite a petition demanding a veto gathering over 25,000 signatures, President Volodymyr Zelenskyy signed the document. The first victim of the “Ihor Mazepa Law” was the case concerning Protasiv Yar, which was defended by the late scout and Kyiv resident Roman Ratushnyi.

That same year, he supported the controversial project by Speaker Ruslan Stefanchuk, which abolished the Commercial Code of Ukraine (#6013). The initiators of this law declared an expansion of economic freedoms, but the law abolished the fundamental norms of state-business interaction and the principles of managing economic activity in the state and communal sectors of the economy. A number of civic organisations stressed that this law carries risks for national security and that its adoption would result in a large-scale redistribution of the country, given that the Verkhovna Rada had not approved a list of property exempt from privatisation.

2024

Did not vote for the ban on the “Moscow Patriarchate.” Journalists from Glavkom wrote that the MP was present in the session hall that day, but his voting card was absent during the landmark vote (Draft #8371).

During a committee meeting, the MP supported the controversial initiative of the head of the “Servant of the People” party, Olena Shuliak, which provided for the development of river, lake, and reservoir banks under the guise of building seaports (#9664).

2023

The MP joined an initiative group that signed an appeal to the Chairman of the Verkhovna Rada demanding the consideration of bills on stripping MPs from pro-Russian parties, including OPZZh, of their mandates. This appeal was supported by 15 of the 27 members of the relevant committee, which was headed by Olena Shuliak, including representatives from various factions, among them Voitsekhivskyi. However, despite significant support in the committee, the Rada presidium did not include the issue on the agenda.

That same year, the MP did not take part in the vote for the bill on decolonising geographical names (Draft #7253). Although his card was initially registered in the system, he removed it from the slot during the consideration of the issue and left the hall, effectively ignoring the vote.

2022

At a meeting of the Committee on the Organisation of State Power and Local Self-Government, Voitsekhivskyi supported the controversial Draft #7654 by the then-Chairman of the Committee, MP from “Servant of the People” Andriy Klochko. This was an attempt to disrupt the transparent competition for the head of the National Anti-Corruption Bureau of Ukraine, which could have caused damage to the work of key anti-corruption institutions—the National Agency on Corruption Prevention, the State Bureau of Investigation, and the Economic Security Bureau of Ukraine. The initiative drew criticism from the civic sector and the G7 countries, who saw it as a threat to the independence of the anti-corruption system.

2021

Elected as a People’s Deputy of the 9th convocation from the “Servant of the People” party in a by-election in the 197th majoritarian district (the cities of Zolotonosha and Kaniv, part of the Sosnivskyi district of Cherkasy, as well as the Zolotonosha district and parts of the Kaniv and Cherkasy districts) after the previous deputy from the 197th district, Oleksandr Skichko, resigned his mandate. The politician was appointed a member of the Verkhovna Rada Committee on the Organisation of State Power, Local Self-Government, Regional Development and Urban Planning.

During the election campaign, Voitsekhivskyi was accused of voter bribery, as reported by the civic network “Opora.” Accusations came from Voitsekhivskyi’s opponents, who also alleged he collected personal data under the pretext of vaccination.

2020

Voitsekhivskyi ran for Mayor of Zolotonosha (Cherkasy region) for the third time. This time, the politician ran representing the “Servant of the People” party and received 55.67% of the vote.

2015

Running as a candidate from the “Petro Poroshenko Bloc,” he ran for Mayor of the Zolotonosha city community for the second time. 75.9% of voters cast their ballots for him. In Zolotonosha, EuroMaidan activists held numerous actions to “lustrate” the “ex-regional” and prevent him from running in the mayoral election.

2010

Voitsekhivskyi successfully ran in the mayoral election for the Zolotonosha city community (Cherkasy region) from the Socio-Ecological Party “Union. Chernobyl. Ukraine.” The “Party of Regions,” which was all-powerful at the time, announced its support for his candidacy. At the time of running, he worked as a production efficiency consultant at the “Zlatohor” distillery.
