Parliament is operating behind closed doors, and the timeframes for reviewing draft laws are critically short. Bills can be put to a vote on the very day they are registered or immediately after committee meetings. President Volodymyr Zelenskyi can also sign a bill on the same day it is passed, as happened with the law abolishing the independence of NABU and SAP (draft law No. 12414), which sparked mass protests during the war. As a result, the civic sector and experts have very little time to analyse legislation, making it much harder to block harmful legislative initiatives.
In addition, the country must be prepared for post-war elections after Ukraine’s victory. Voters need to have systematised information on how each member of parliament has voted and to remember who supported bills carrying risks or obstructed the country’s path toward European integration.

“REchargeUA is in your power” project was created as a single gateway for civil society advocacy and as a tool for voters to make informed choices and foster a new level of political culture. Legislative initiatives in this tool are categorised as either “harmful” or “beneficial”. Each draft law description includes links to expert and analytical materials from a range of civil society organisations, including those published in national media.

Independent regional media are invited to join as partners, in particular to cover the work of single-mandate MPs (ngo.holka # gmail.com, +38 098 666 05 63).
The pilot version of the tool was created thanks to donations from the people of Ukraine. Holka thanks all citizens for their contributions. You too can join the fight against corruption and help defend democracy by supporting the project’s development. In the future, it will also expand to cover the Kyiv City Council. Since November 2025, the project has been implemented with the support of NED.
