Biography

Serhii Bunin is a Member of the Verkhovna Rada of the 9th convocation. In 2019, he was elected to parliament representing the “Servant of the People” party (District No. 98, Kyiv region). Following his election, he joined the Committee on Agrarian and Land Policy. In 2021, he became a member of the “Servant of the People” political council.

2026

Voted in the first reading for the controversial draft Civil Code (15150) submitted by the Chairman of the Verkhovna Rada, Ruslan Stefanchuk. The 803-page draft, which the Ministry of Justice had not managed to review within three weeks of registration, was fast-tracked through parliament. The legislative initiative contained provisions allowing for the carve-up of state and municipal property—forests, coastlines, and subsoil resources. Additionally, the project contained risks to freedom of speech. Following the parliamentary vote, street protests broke out in several regions. A petition demanding a veto garnered over 25,000 signatures on the first day of registration. Judges of the Supreme Court also expressed substantial objections. The draft Civil Code, which had not undergone proper discussion, effectively destroyed judicial practice developed over 20 years.

2025

Voted for Speaker Ruslan Stefanchuk’s controversial bill to abolish the Commercial Code of Ukraine (#6013), which defined general principles of business-state interaction. The law poses risks to national security and was opposed by the “Holka” civic initiative, “Ecology. Law. Person,” the “Ukrainian Nature Conservation Group,” and the Association of Ukrainian Cities.

Later supported the so-called “Ihor Mazepa Law” (Draft 12089), which essentially reflected the demands of unscrupulous businesses. The law provides for the “resetting” of claims regarding illegally acquired forests and coastal lands if ten years have passed since they entered private ownership. This means that all such land grabs that occurred over the last decade could be legalised. Despite a petition demanding a veto gathering over 25,000 signatures, President Volodymyr Zelenskyy signed the document. The first victim of the “Ihor Mazepa Law” was the case concerning Protasiv Yar, which was defended by the late scout and Kyiv resident Roman Ratushnyi.

Supported the liquidation of the independence of anti-corruption bodies, the NABU and the Specialized Anti-Corruption Prosecutor’s Office (Draft #12414). Following protests near Bankova Street, the President signed the law, but the parliament later adopted another law to cancel its effects.

Became a member of a Temporary Investigative Commission investigating the non-return of foreign currency earnings from export operations and the illegal withdrawal of foreign currency assets from the country.

2024

Supported bill #11321 “On Restoring Openness in Committee Work,” which was backed by a number of NGOs and media outlets to increase the transparency of parliamentary committees.

2022

Voted for the urban planning “reform” bill (#5655), which was criticised by a number of civic organisations, including CHESNO, DEJURE Foundation, the Association of Ukrainian Cities, the Architectural Chamber of the NSAU, the National Union of Architects of Ukraine, and Dzerkalo Tyzhnia. The European Parliament and European Commission also expressed reservations, and Chatham House noted risks of construction cartels arising from the law.

2021

Actively visited the office of businessman Illya Pavliuk, who is allegedly a curator for certain MPs from “Servant of the People.” During this period, Bunin submitted amendments to the land reform bill that were beneficial to Rinat Akhmetov’s “Metinvest” company, according to reports by Bihus.Info.

At an extraordinary congress of the “Servant of the People” party, Bunin was elected to the party’s political council.

2019

Elected to parliament from “Servant of the People” and joined the Committee on Agrarian and Land Policy.

2015

Successfully ran for the Kyiv Regional Council from the “Samopomich” party, where he headed the Permanent Commission on Management of Municipal Property, Privatisation, and Housing and Utilities.

2006

Ran for the Kyiv City Council from the “Bloc of Borys Oliynyk and Mykhailo Syrota,” but the political force did not overcome the electoral threshold.

1997

At the age of 26, Bunin was appointed General Director of the “Ukrprombudservice” enterprise, where he had worked for a long time prior.
