Roman Babii

Biography

Roman Babii became a People’s Deputy of Ukraine of the 9th convocation in 2019, elected from the “Servant of the People” party list. In the Verkhovna Rada, he joined the Committee on Legal Policy and was elected Chairman of the Subcommittee on the Execution of Judgments of the European Court of Human Rights and Alternative Dispute Resolution. He also headed the Verkhovna Rada working group on the digitalisation of justice and related legal institutions in Ukraine.

Timeline of Key Events

2025

Was one of two MPs who voted against the bill regarding a special procedure for the compulsory alienation of land in the Uzhhorod district of the Zakarpattia region (#9549). The initiative contained scandalous provisions creating risks for both deforestation and corrupt schemes involving the purchase of real estate using budget funds at 3–3.6 times the market price. Although the President vetoed the bill, most objections were ignored during subsequent revisions.

Abstained during the vote on Speaker Ruslan Stefanchuk’s controversial bill to abolish the Commercial Code of Ukraine (#6013), which removed the general principles governing the interaction between business and the state and posed risks to national security.

Supported the so-called “Ihor Mazepa Law” (Draft Law 12089), which provided for the “resetting” of claims regarding illegally acquired forests and coastal lands if ten years had passed since they entered private ownership. Despite a petition gathering over 25,000 signatures demanding a veto, the President signed the document. The first victim of the law was the case concerning Protasiiv Yar.

Voted for the liquidation of the independence of anti-corruption bodies, namely the NABU and the Specialized Anti-Corruption Prosecutor’s Office (Draft Law #12414). Following this vote, protests erupted near Bankova Street, and the President signed the law the same day.

2024

Initiated a law which, as noted by analysts at the DEJURE Foundation, saved unscrupulous judges from evaluation (#679-IX). The initiative allowed the High Council of Justice to submit recommendations to the President for the appointment of “five-year judges” who had passed only part of the qualification assessment (interviews with panels of the High Qualification Commission of Judges).

Criticised the renaming of the city of Brovary (Kyiv region) to Brovari, arguing that it was the historical name and that the local community was against the change. The MP himself is a native of Brovary.

2023

Abstained during the vote on the “Medical Cannabis Legalization” bill, which would have allowed the production of medical cannabis in Ukraine for the rehabilitation of wounded military personnel, including for the treatment of PTSD.

2021

Joined the inter-factional association “Razumna Polityka” (Reasonable Policy) led by former Speaker Dmytro Razumkov.

2020

Became one of the authors of a bill that proposed to legalise the practice of appointing unscrupulous judges, bypassing the procedure stipulated by the Constitution (#4505), as reported by the Anti-Corruption Action Centre.

2019

Elected as a People’s Deputy of Ukraine on the “Servant of the People” party list (No. 48). At that time, he was the director of “Held-Enerhiya” LLC.

2016

As a lawyer, represented “Svitlovodskyi Butter and Cheese Plant” in courts during a scheme to write off credit debt from the “Finances and Credit” bank. He conducted his legal practice at the address of the “Pukshyn and Partners” company, which is associated with Andrii Bohdan, as reported by Bihus.info.

2015

Represented the offshore company “Vesdix Investment Limited” in a scheme to write off credit debt from the “Nadra” bank through an offshore company associated with Andrii Bohdan.

2014

Ran for the Verkhovna Rada of the 8th convocation on the “Civil Position” party list (No. 47).

2008

Head of the financial services company “Held-Enerhiya” (Brovary). According to media reports, he represented the interests of a company owned by then-Verkhovna Rada deputy Vasyl Khmelnytskyi in court during a shadowy attempt to alienate land.
