Dmytro Hurin

Biography

Dmytro Hurin is a People’s Deputy of Ukraine of the IX convocation. He entered parliament in 2019 from the “Servant of the People” party (district #218, Kyiv) and became a member of the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning. In 2022, he moved to the Committee on the Health of the Nation, Medical Care and Health Insurance. He is an oncology patient in remission.

2025

He became one of three People’s Deputies from the “Servant of the People” faction who voted against the scandalous law that provided for the liquidation of the independence of anti-corruption bodies—the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (project #12414). After the parliamentary majority supported the law, protests began near Bankova Street. Despite this, Volodymyr Zelenskyy signed the law the same day. By the end of July, as a result of public pressure and pressure from international partners, the parliamentary majority, on the initiative of the President, voted for project #13533, which returned powers to the anti-corruption bodies.

He was embroiled in a scandal due to comparing the work of a deputy to military service. Hurin proposed changing the social assistance policy for veterans, writing: “Veterans should not have any ‘benefits.’ No free travel, zero customs clearance for cars, or other Soviet trash.” The deputy spoke in favor of payments for a funded pension for time spent on the front line, mortgage interest compensation, and treatment and training programs. When a discussion arose online regarding his proposal, Hurin wrote: “The fact that defending the Motherland is a duty is written in the Constitution. I have a different oath; I serve the people of Ukraine in the same way.” These words caused a wave of outrage among veterans. Subsequently, the deputy rewrote his post and apologized.

He supported the so-called “Ihor Mazepa Law” (project #12089). This is a legislative initiative that essentially reflected the demands of unscrupulous business, in particular Ihor Mazepa. The law provides for the “resetting” of claims against those who grabbed forest and coastal strips if 10 years have passed since the grab occurred and they fell into private hands. This means that all such grabs that occurred over the last decade can be legalized. If the 10-year term for the grab has not yet passed, then before filing a lawsuit to save the property, the value of the property desired to be returned must be placed on deposit from the state or local budget. Despite the fact that a petition demanding a veto on the law gathered over 25,000 signatures, President Volodymyr Zelenskyy signed the document. The first victim of the “Ihor Mazepa Law” was the case concerning Protasiv Yar, which was defended by the late scout and Kyiv resident Roman Ratushnyi.

In the same year, he voted for the scandalous draft law by Speaker Ruslan Stefanchuk, which abolished the Commercial Code of Ukraine. The legislative initiative defined the general principles of interaction between business and the state (#6013). This law carries risks for national security. It was opposed by the civic initiative “Holka,” “Environment. People. Law,” the “Ukrainian Nature Conservation Group,” and other organizations, which appealed to Zelenskyy with a demand to veto the project. The Association of Ukrainian Cities also opposed this law.

2024

He supported the draft law on banning religious organizations that have a governing centre in a state carrying out armed aggression against Ukraine (#8371).

2023

He voted for the draft law “On the Legalization of Medical Cannabis,” which allowed the production of medical cannabis in Ukraine for the rehabilitation of wounded military personnel, including for the treatment of PTSD. The adoption of the law was advocated by the “Patients of Ukraine” civic organization. Hurin was one of the MPs who actively led the advocacy campaign.

The politician became a co-author of a draft law that allows for same-sex partnerships. The project was prepared for the first reading in the committee (#9103).

2022

At the beginning of the war, he left the “Smart Policy” inter-factional association, led by Dmytro Razumkov, stating that he was disappointed in it.

In the same year, he voted against draft law #5655, which was criticized by a number of civic organizations, including the CHESNO Movement, the DEJURE Foundation, and others, as well as the Association of Ukrainian Cities, the Architectural Chamber of the NSAU, the National Union of Architects of Ukraine, and the Dzerkalo Tyzhnia publication. The European Parliament and the European Commission expressed their reservations regarding this legislative initiative. And the Royal Institute Chatham House, citing analytical materials from “Holka,” noted that there are risks for the emergence of construction cartels due to the provisions of this law.

He transferred from the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning to the Committee on the Health of the Nation, Medical Care and Health Insurance.

2021

He joined the “Smart Policy” inter-factional association due to disagreement with the recall of Dmytro Razumkov from the post of Chairman of the Verkhovna Rada. Later, the head of the “Servant of the People” party, Olena Shuliak, said that this was perceived as an informal exit from the “Servant” team, and even after his “return,” relations remained tense.

2020

He took part in the “Servant of the People” party primaries for the post of Mayor of Kyiv, but Iryna Vereshchuk participated in the elections from the political force.

Before the local elections, parliament considered amendments to the Electoral Code. Hurin insisted that People’s Deputies support an amendment that would allow the introduction of open lists and make the election of deputies dependent on the actual number of votes (a 5% barrier); instead, parliament voted for a higher barrier of 25%.

2019

He entered parliament in 2019 from “Servant of the People” and became a member of the Committee on the Organization of State Power, Local Self-Government, Regional Development and Urban Planning. At that time, media called Hurin a person associated with the capital developer Andrii Vavrysh. In an interview with the Hlavkom publication, Hurin noted that he is amused when he hears such accusations.

One of the first draft laws that Hurin submitted together with his colleagues was the legislative initiative “On the Capital.” The key issue was the division of powers of the Mayor of Kyiv. The document passed the first reading and was to be considered in the “Strasbourg format.” These are confidential discussions that take place according to a special methodology of the Council of Europe’s Centre of Expertise for Good Governance, developed to reach agreement on controversial issues.

2018

He held the position of Advisor to the Minister of Health Ulana Suprun and participated in the implementation of the electronic register of sick leave certificates. He was involved in communicating the medical reform.
