Parliament operates in a closed mode, and the timelines for reviewing legislative initiatives are critically short. Bills can be brought to the parliament’s session hall for a vote in the same week they are registered, or immediately after a meeting of the relevant committee. Moreover, President Volodymyr Zelenskyi can sign a bill into law on the very day it is passed. This means that in the absence of elections, citizens do not even have time to submit petitions demanding a veto.

A striking example of the wartime “turbo mode” was the law that dismantled the independence of NABU and SAPO, sparking mass protests during the war (bill No. 12414).

Therefore, civil society and experts are left with very little time to analyze legislative activity. As a result, blocking harmful legislative initiatives becomes more difficult. In addition, it is important to prepare for post-war elections after Ukraine’s victory. Voters must have systematized information about how each MP voted and remember who supported bills carrying risks and who obstructed the country’s path toward European integration.

The project REchargeUA is in your power was created as a single advocacy window for civil society and as a tool for voters, enabling them to make informed choices and shaping a new quality of political culture (civic tech).

In this tool, legislative initiatives are categorized as either “harmful” or “public interest bills” (methodology). Each bill’s description contains links to expert and analytical materials from a number of civil society organizations, including those published in national media.

This is a “live” tool that enables national and regional media to promptly obtain comprehensive and structured information about the contribution of a specific Member of Parliament during landmark votes. It allows one to understand what a deputy is doing, how they vote, and whose interests they represent in real time. The accumulation of data in MPs’ profiles forms a holistic picture of their activities throughout a full term and makes it possible to analyze a politician’s actual effectiveness. This creates a foundation for more informed voting by citizens in future elections. “Batareika” is an important tool that will contribute to a qualitative reboot of parliament and an increase in political accountability.

I have worked both as a journalist and as a Member of Parliament of the VIII convocation, and I know from both sides how important it is to change the quality of political culture. Politicians need to be educated, but not through hate alone. That would be like raising a puppy through daily beatings. Unfortunately, in Ukraine it is hate that gathers likes, while mature conversations about real achievements are not popular either in the media environment or in the civic sector. The “Recharge the Country” tool is unique because it seeks to build an institution of reputation and can later play a major role in advocacy campaigns. And during elections, it will not allow Ukrainians to forget who voted for what.
