Reasonable Doubt” is an original project by Halyna Chyzhyk, where she speaks about judicial reform with those who have shaped changes in Ukraine’s justice system. The goal is to calmly and honestly examine what has worked, what hasn’t, and what needs to happen next. It’s a conversation about how judicial reform actually functions — from the roots of systemic problems to the solutions we are searching for today. We discuss institutional judicial independence and the limits of judges’ accountability, the role of civil society and international experts, the cleansing of the system, and whether a “complete reboot” is possible.

These conversations feature those who created the rules, made decisions, implemented reforms, or closely monitored the process — lawmakers, experts, judges, and civil society representatives. The first interview in the project was given by Sir Anthony Hooper. Together, we analyze the past to better understand the present and see where to move next.
