Six heads of communities in the Kyiv region were paid over 1 million hryvnias. The highest amount went to the village head of the Capital community (Boryspil district) Mykola Kaskiv (“Servant of the People”) — nearly one and a half million hryvnias.

The second and third places were taken by the heads of the Ukrainian and Bylogorod communities — Oleksandr Turenko (European Solidarity) and Anton Ovsiyenko (self-nominated) — they each received around 1.1 million last year.

There are three more community leaders who were paid over a million hryvnias — these are the heads of Dymyr, Yahotyn, and Velykodmyrivska communities. These data were provided in response to a request from the public initiative “Holka” by MP Vitaliy Bezghin (“Servant of the People”).

The Kyiv Military Administration, which compiled this data, does not have information on the following communities: Hrebynkivska, Malovilshanska, Chabanivska, and Hostomelska.

The least received for the year by the heads of Zgurivska, Tetiivska, and Kalytyanska communities — up to 200,000 hryvnias. Detailed calculations for each community in the Kyiv region can be found at the link.

The average monthly salary of a community head (including all possible bonuses and allowances) nationwide is 46,313 hryvnias, while in the Kyiv region, it is around 55,000 hryvnias on average. The discussion of this topic in the media environment, which took place at the end of last year, was based on individual cases. These cases should certainly be highlighted, but it is not appropriate to cast a shadow over all local governance and decentralization through individual personalities. Here, the question is indeed about these individuals rather than the media.

Reminder: It was in the town of Kotsiubynske at the beginning of the year that the issue of lack of meals for children of combatants arose. Only after it was highlighted in the media did the meals in schools resume. The mayor of Kotsiubynske, Serhiy Danish (“Servant of the People”), who initially couldn’t find funds for the children of soldiers at the beginning of the year, entered the top 15 rankings and received nearly 900,000 hryvnias in income. His official salary is 175,000, but he received material assistance of nearly 113,000, and in addition to other payments, almost 450,000 in bonuses.
