On April 18, former deputy head of the Office of the President Oleksiy Dniprov was nominated for the position of rector at the Kyiv University of Construction and Architecture.

This was announced on the official Facebook page of the university.

Heorhyi Mohylnyi, an analyst from the civic initiative ‘Holka,’ emphasizes that Dniprov was dismissed from his position at the Office of the President so that he could pursue the position of rector simply as a citizen.

Here, one should not forget that before working as Yermak's deputy, Dniprov worked in the administration during Poroshenko's time. Prior to that, he was the deputy to the scandalous former Minister of Education, Dmytro Tabachnyk, who was sentenced in absentia to 15 years for state treason. Interestingly, Dniprov was first appointed as the head of the supervisory board, which now nominates him for the rector position. This happened on February 21 of this year. Just a month later, a competition was announced for the position of rector. On April 1, the university appealed to the Ministry of Education to change the composition of the supervisory board, clearly because there would be a conflict of interest for Dniprov, and he needed to be removed from the supervisory board. And on April 5, the composition of the supervisory board was changed, and Dniprov and the former deputy to Tabachnyk are now... a "neutral" candidate for the position of rector.

It is noteworthy that a member of the supervisory board who was elected from the now-banned party Opposition Platform – For Life (OPFL), Dmytro Isaenko, still remains. Last year, NABU charged him in a case related to the illegal acquisition of an 8-hectare plot of land in Kyiv.

Corruption in Ukraine looks like this: one of the largest developers — Isaenko — controls three out of four organizations that issue certificates to construction participants and, on top of that, sits on this supervisory board. At the same time, he serves as the secretary of the relevant committee of the Verkhovna Rada, chaired by the leader of the Servant of the People party, Olena Shulyak. Together with her, he advocates for the controversial urban planning "reform" 5655, which appears to have all the signs of a cartel conspiracy. Moreover, transcripts of discussions on the "reform" disappear in the secretariat headed by Isaenko. Parliament could remove him from the committee, but they have not done so in the third year of the war. And now we see how they are trying to appoint an ex-deputy of Tabachnyk to a leading position at one of the universities, while Isaenko remains on the supervisory board.

 

In 2022, the controversial legislative initiative 5655 would not have been adopted if not for the votes of MPs from the former OPZZH, including Dmitry Isaenko. 228 deputies voted “for,” with a minimum required number of 226 votes.

Several months before this vote, Shulyak called cooperation in parliament with representatives of the OPZZH constructive. President Volodymyr Zelensky did not sign project 5655, which was criticized by the European Parliament and the European Commission, stating that it was his personal decision.

At the end of 2023, a government resolution appeared, which is a clone of the urban planning “reform” and is currently being attempted to be pushed through the Cabinet of Ministers in violation of the law, presented as a government experiment. The author of the document, which appeared on the website of the Ministry of Infrastructure, is Oleksandra Marusheva, who was published in the “Ural Herald.” The co-authors of her scientific papers were individuals associated with Isaenko.
