Oleksandr Horobets

Biography

Oleksandr Horobets is a Member of the Verkhovna Rada of the IX convocation. In 2019, he was elected to parliament from the “Servant of the People” party (district #95, Kyiv region, covering the boundaries of the former Kyiv-Sviatoshyn district and the Irpin region) and became a member of the Committee on Energy and Housing and Utilities Services.

2026

He voted in the first reading for the scandalous draft of the Civil Code (#15150), submitted by the Chairman of the Verkhovna Rada, Ruslan Stefanchuk. The project, which is 803 pages long and which even the Ministry of Justice did not have time to review within three weeks of its registration, was brought to parliament in “turbo mode.” The legislative initiative contained provisions allowing for the plunder of state and communal property—forests, coastlines, and subsoil. In addition, the project poses risks to freedom of speech. After the Verkhovna Rada vote, street protests took place in a number of regions. In particular, protesters were outraged by proposals from lawmakers that infringed on the rights of women and the LGBT community. A petition addressed to President Volodymyr Zelenskyy demanding a veto on the bill gathered over 25,000 votes on the very first day of its registration. Judges of the Supreme Court also had fundamental objections to the project. The draft Civil Code, which did not undergo proper discussion, essentially destroyed the judicial practice that the third branch of government had developed since the adoption of the current Civil Code—over 20 years ago.

2025

He supported the liquidation of the independence of anti-corruption bodies—the National Anti-Corruption Bureau of Ukraine (NABU) and the Specialized Anti-Corruption Prosecutor’s Office (project #12414). After the law was passed, a protest began near Bankova Street, but Volodymyr Zelenskyy signed the law the same day.

He also voted for the scandalous bill by Speaker Ruslan Stefanchuk, which abolished the Commercial Code of Ukraine. The legislative initiative defined the general principles of interaction between business and the state (#6013). This law carries risks for national security. It was opposed by the “Holka” civic initiative, “Ecology. Human. Law,” the “Ukrainian Nature Conservation Group,” and other organizations, which appealed to Zelenskyy with a demand to veto the project. The Association of Ukrainian Cities also spoke out against this law.

In the same year, Horobets supported the so-called “Ihor Mazepa Law” (project #12089). This is a legislative initiative that essentially reflected the demands of unscrupulous business, including Ihor Mazepa. The law provides for the “resetting” of claims against those who grabbed forest and coastal strips if 10 years have passed since the grab occurred and they fell into private hands. This means that all such grabs that occurred over the last decade can be legalized. If the 10-year term for the grab has not yet passed, then before filing a lawsuit to save the property, the value of the property desired to be returned must be placed on deposit from the state or local budget. Despite the fact that a petition demanding a veto on the law gathered over 25,000 signatures, President Volodymyr Zelenskyy signed the document. The first victim of the “Ihor Mazepa Law” was the case concerning Protasiv Yar, which was defended by the late scout and Kyiv resident Roman Ratushnyi.

2024

Horobets was included in the list of deputies who received compensation for housing rent despite having sufficient wealth.

2023

The deputy filed a lawsuit for the protection of honour, dignity, and business reputation against civic activist Iryna Fedoriv. The reason for the lawsuit was a blog on Ukrayinska Pravda, which discussed Horobets’s possible intentions to assist those who were plundering the Bilychanskyi Forest, which is part of the “Holosiivskyi” National Park. In 2025, the appellate court rejected Oleksandr Horobets’s claim.

Also in 2023, he voted for the law on the decolonization of geographical names, which provided for changing toponyms associated with the aggressor state and its imperial policy (project #7253).

2022

He voted for bill #5655, which was criticized by a number of civic organizations, including the CHESNO Movement, the DEJURE Foundation, and others, as well as the Association of Ukrainian Cities, the Architectural Chamber of the NSAU, the National Union of Architects of Ukraine, and the publication Dzerkalo Tyzhnia. The European Parliament and the European Commission expressed their reservations about this legislative initiative. The Royal Institute Chatham House, citing analytical materials from “Holka,” noted that due to the provisions of this law, there are risks for the emergence of construction cartels.

2020

Before the vote on the state budget for 2021, he actively visited the office of businessman Illia Pavliuk, who is likely the curator of some “Servant of the People” deputies, as reported by Bihus.Info. In the same year, Horobets’s mother, a pensioner, purchased a 2019 “Mercedes-Benz.”

2019

He was elected to parliament from the “Servant of the People” party and became a member of the Committee on Energy and Housing and Utilities Services. Before this, he worked as an assistant to V convocation MP Yevhen Suslov and VI convocation MP Yurii But.

His first deputy inquiry was sent to the Prosecutor General and concerned the “Ukrspyrt” enterprise, in whose management Horobets had previously worked.

2017

He held the position of Deputy Director of the state enterprise “Ukrspyrt” and conducted negotiations with alcohol producers regarding the resumption of alcohol supplies.

2016

He was a legal advisor to the Chairman of the Makariv District Council of the Kyiv region.

2012-2016

He worked in the Urban Planning Cadastre Department of the Kyiv Regional State Administration.
