Biography
Mykola Halushko is a Member of the Verkhovna Rada of the 9th convocation. He entered parliament in 2019 representing the “Servant of the People” party (District No. 97, Kyiv region, Brovary) and became a member of the Committee on Law Enforcement.

2025
Supported the liquidation of the independence of anti-corruption bodies, the NABU and the Specialized Anti-Corruption Prosecutor’s Office (Draft #12414). After the law was passed, a protest began near Bankova Street, but Volodymyr Zelenskyy signed the law that same day. Subsequently, parliament passed another law to repeal the previous one.
Voted for the controversial project by Speaker Ruslan Stefanchuk, which abolished the Commercial Code of Ukraine (#6013). This legislative initiative, which defined the general principles of business-state interaction, carries risks for national security. It was opposed by the “Holka” civic initiative, “Ecology. Law. Person,” “Ukrainian Nature Conservation Group,” and other organisations that appealed to Zelenskyy to veto the project. The Association of Ukrainian Cities also opposed this law.
Supported the so-called “Ihor Mazepa Law” (Draft 12089). This initiative, which reflects the demands of unscrupulous businesses, provides for the “resetting” of claims regarding forest and coastal land grabs if 10 years have passed since the land entered private hands, effectively legalizing such acts from the last decade. If the 10-year period has not passed, a deposit equal to the value of the property must be placed in a court account before a lawsuit can be filed to recover it. Despite a petition demanding a veto gathering over 25,000 signatures, President Volodymyr Zelenskyy signed the document. The first case affected by this law was that of Protasiv Yar, which had been defended by the late scout and Kyiv resident Roman Ratushnyi.
Voted for bill #11321 “On Restoring the Openness of Committee Work.” A number of civic organisations and media supported this project to make the work of Verkhovna Rada committees more transparent.
2024
An Hromadske journalistic investigation revealed that the MP uses undeclared, valuable property registered in the names of his relatives. According to investigators, during the full-scale war, Mykola Halushko’s family acquired property (luxury cars, a three-story mansion with a pool) worth more than 800,000 dollars. The MP’s reception office is located in the premises of private security firms “Venbest” and “Halid.” Until 2019, “Halid” was registered to Mykola Halushko, and thereafter to his father. Furthermore, Halushko sent parliamentary inquiries to law enforcement agencies against the “Sheriff” security firm, a direct competitor to the “Venbest” firm associated with the MP. In response to the investigation, Halushko accused the journalists of working for the FSB.
2021
Ukrayinska Pravda published a year-old video in which the MP uses profanity while telling police officers they had no right to stop a People’s Deputy’s car. Prior to this, the patrol police had stopped the car of Halushko’s mother, which was being driven by his chauffeur. The MP arrived at the scene and engaged in a conflict with the law enforcement officers. “Servant of the People” condemned this behaviour but simultaneously claimed that the video was used to blackmail the MP by then-Minister of Internal Affairs Arsen Avakov. The party suggested that the footage was published then because the MP had previously voted for the resignation of the head of the Interior Ministry. Avakov responded that he had never communicated with Halushko and that the MP had been involved in similar incidents before. The politician subsequently apologised for using profanity towards the police.
Journalists from Bihus.info noted that the politician arrived at the Rada in a new Toyota Land Cruiser 200 worth approximately 2.5 million UAH. The vehicle was registered in November 2020 to the MP’s 65-year-old mother, Maryna Valentynivna. Initially, the MP told journalists he did not drive the car, but shortly after, he stated he would declare the right to use it. The MP did not disclose where his mother obtained the funds for the vehicle.
2020
Halushko stated that all spots on the “Servant of the People” list in the 97th electoral district were sold during the local elections and announced his departure from the party in connection with this. However, he ultimately remained in “Servant of the People.” The political force announced an internal investigation into the facts voiced by the MP. Then-head of the Kyiv regional organisation of “Servant of the People,” Oleksandr Dubinskyi, in turn, accused Mykola Halushko of intending to include political opponents in the “Servant of the People” lists for the local elections. It is worth noting that activists from other districts of the Kyiv region also emphasised that under Dubinskyi, there was a sale of the ruling party’s franchise. Later, local council deputies voted in the interests of developers in the Kyiv region.
2019
In March, during the presidential election, he became a trusted representative of Volodymyr Zelenskyy in the 97th electoral district.
Elected to parliament from “Servant of the People” (District #97, Kyiv region, Brovary) and became a member of the Committee on Law Enforcement. Halushko spent nearly 1.3 million UAH on his election campaign. The cost per voter was the highest among all newly elected MPs in the Kyiv region—about 42 UAH.
